This measure seeks to update entry requirements and strengthen border controls in response to the rise in smuggling, according to the Council of State's regular session for the month of June.

According to reports collected by local media, the Cuban Customs intends to implement a system of increased surveillance of luggage, as well as a modernization in the process of review and delivery of products that pass through official controls.

The objective is to limit the entry of undeclared merchandise or merchandise destined for informal trade, a situation that has grown amidst the Cuban economic crisis and shortages of basic products.

Between April and December 2024, they were detected 67 cases of seizures, including more than 285 thousand units of cleaning products, almost 7 thousand kilos of food and over 700 thousand tablets of medicines, all of them without the appropriate documentation.

What changes are expected at the Cuban Customs border?

Although the new Customs Decree-Law has not yet come into force, stricter limits are expected to be set regarding weight and value of the items that travelers can enter the country, even if they do not have commercial purposes.

This measure will directly impact those traveling from Miami to Cuba, a very frequent and busy route where a large amount of luggage is moved.

Currently, entry is allowed up to 1,000 Cuban pesos in merchandise y 25 kilos of personal effects free of charge.

If the traveler exceeds that limit, Cuban Customs authorities could consider it to be a commercial import, which would imply paying taxes and the submission of additional documentation to be able to collect belongings retained.
