You should know that this week, the Pontifical Catholic University of Valparaíso in Chile launched AUIP scholarships for tuition and maintenance for doctoral studies, which Cuban graduates, among other foreigners, can apply for.
On their website, they state that through the Academic Vice-Rector's Office, they offer a range of funding instruments to strengthen and ensure the quality of their postgraduate programs. Thus, with the support of the Ibero-American Postgraduate University Association (AUIP), they are launching a scholarship program for support during doctoral studies in Chile.
You must apply by November 30th, so you still have plenty of time to prepare. They explain that the maintenance scholarship is open to anyone enrolled in a doctoral program at the University at the time of their application.
Scholarships for Cubans in Chile
How much are the grants? In the website The University officials point out that this scholarship includes living expenses for doctoral students, as determined by the General Directorate of Economic and Administrative Affairs, after the budget allocation has been approved by the Superior Council. The monthly benefit amount will be indicated in the respective call for applications. The benefit will be paid for four years, with the possibility of renewal.
Some requirements to access this financing are: copy of passport, application resume, application form, undergraduate graduation ranking certificate, proof of final bachelor's grade point average, two confidential letters of recommendation that must be sent to the email, [email protected].

This Chilean university also offers a tuition-based scholarship, which is available to anyone enrolled in a centralized doctoral program at the time of applying for the scholarship.
The scholarship is fee-exempt and exempts the student from paying 100% of the tuition fee for the duration of the program, excluding tuition.
