Spanish government officials confirmed this week that they will open new consulates in Cuba to streamline nationality procedures and consular services.
The Spanish government announced the opening of new consulates general in Cuba, as part of a strategy to improve care for Spanish citizens residing on the island, especially in Latin American countries with high demand for consular procedures and nationality applications, more so now through the so-called "Grandchildren Law."
The announcement was made by Xavier Martí, second vice president of the General Council of Spanish Citizenship Abroad (CGCEE) and Undersecretary of Foreign Affairs, European Union and Cooperation, during his intervention at the CGCEE plenary session on April 2.
Martí reported that, until February 28, 2025, have been received about 678.000 applications for Spanish nationality through the consular network, of which approximately 320.000 applications have already been approved.
In addition, more than 200.000 registrations have been made in the consular civil registries.
New Spanish consulates in Cuba: Where will they be?
The Undersecretary highlighted the efforts of consular offices, especially in Latin America, to ensure that no person is excluded from their right to opt for nationality under the Democratic Memory Law.
In this regard, he stressed the importance of a new computer tool that allows for the registration of appointment requests for nationality procedures, even if the in-person service occurs after October 26. 2025, deadline for applying said legal provision.
This tool has already been implemented in embassies and consulates in countries such as Costa Rica, Guatemala, Colombia, Mexico and Uruguay, and will soon be extended to a dozen more consulates.
In addition, Martí announced significant advances in the digitalization of the Consular Civil Registry through the Dicireg platform, which already operates in 81 consular offices and benefits 1,8 million Spaniards abroad.
This innovation allows certificates to be issued electronically, eliminating the need for physical transfers and paperwork, which represents a profound transformation in consular management.
The next opening of new Spanish consulates in Cuba It is part of this modernization of the foreign service, seeking to guarantee access to citizenship and facilitate consular services to a growing population of Spanish descendants on the island.

Hahaha, it seems like a joke. 6 months before the law expires, they're supposedly going to set up another consulate. How many times are they going to say it? They never do. Cuba is always the same. Every country has more than one consulate, but this one doesn't. It has vice consulates, but they don't do the paperwork. There's no solution. It's an abstract concept. I hope I'm wrong.
