Official Gazette: ETECSA's services in Cuba are updated starting today.

On May 19, the Official Gazette of Cuba published a new decree issued by the government of Miguel Díaz-Canel, updating the services that the Cuban Telecommunications Company, known by its acronym ETECSA, can provide in the country.

La Cuban Telecommunications Company SA (ETECSA) received a new exclusive administrative concession by the Cuban government, as established by the new Decree 124/2025, published in the Official Gazette No. 49 Ordinary of the year 2025.

This measure replaced Decree 321 of 2013 and updated the legal framework for the provision of public telecommunications services in the country.

With this decision, the Council of Ministers It reaffirmed the state-owned and centralized nature of the telecommunications infrastructure, granting ETECSA the authority to design, install, operate, and market communication networks and services throughout the country.

The new decree detailed that ETECSA will be able to maintain and expand infrastructure such as telephone exchanges, submarine cables, fiber optic networks, mobile antennas and satellite systems., in addition to establishing interconnections with other authorized networks.

It was also specified that the Ministry of communications It will continue to serve as the regulatory and supervisory body of ETECSA, with the power to approve rates, enforce technical standards, and apply sanctions in the event of noncompliance.

The regulations also impose on the state company the commitment to guarantee the quality and continuity of services, and contribute to the efficient use of energy in the telecommunications sector.

It also leaves a final warning to ETECSA about a revocation "due to sanction" that takes place when incurring
ETECSA in an infraction that is considered "very serious."

"It consists of the termination of the administrative concession, the cessation of the rights granted for the provision of public telecommunications services and the loss, in favor of the State, of all assets
furniture and real estate, equipment and installations," it reads.

This update confirms the Cuban government's interest in consolidating ETECSA's strategic role as sole national provider of public telecommunications services, in a context of technological modernization and economic and foreign operations such as Starlink, which offers connection “independence” in some parts of the world.

  2. Good morning, regarding the ETECSA law as the sole communications monopoly, I do not dispute it because each nation puts its interests in communication, although in Cuba everything is imposed, and I am of the opinion that man surpasses his technology if there is competition.
    The only thing I would like ETECSA to offer is quality service in mobile communications. The internet couldn't be worse and more expensive. You can't enjoy the financing you put into your mobile phone because the connection is so bad that you lose your money.
    Furthermore, they take away your internet so that you can't see what's happening, I don't see the point. I've been to third world countries and the internet is amazing. That's what competition brings because there are other communication consortiums and it forces you to improve, affordable packages, and if you're a regular customer you have easy payments to buy new cell phones, etc. I was in a house where they paid in dollars, 40 monthly and it went perfectly, and every so often they reward them with a bonus.
    But the ETECSA here is stuck to the ceiling and the sale of mobile phones, which are not the latest on the market, is very expensive, and don't talk to me about blocking or technology because when they didn't want the station to enter, all kinds of technology were bought, so an effort can be made to improve.
    It's a shame that having a landline in your home is like a luxury. Not everyone can have a mobile phone. The ones I've had have been from families who brought it to you from when the line had to be bought by a foreigner and it was 120 dollars, the same as the top-up, but not everyone can.
    If people were truly competent, they wouldn't look for other ways to watch better things. Netflix has very good things to watch on a good internet connection.
    Where there is no diversity there is no competition, much less development, and much less will we reach the satellite, that is my opinion, I respect the existence
