Breaking News: Cuban government reverses restrictive measure against wholesale trade of MSMEs

The Ministry of Domestic Trade (MINCIN) announcing, through Resolution 18 published in the Official Gazette No. 43 Ordinary, the extension of deadlines established in Resolution 56 of 2024 so that the micro, small and medium-sized enterprises (MSMEs) and non-agricultural cooperatives (CNA) continue to exercise the wholesale trade in the country.

This measure will allow MSMEs and CNA, which have this activity approved as their main or secondary corporate purpose, to continue operating in this sector. until the evaluation of its economic and social performance is completed at the territorial or national levels.

The objective, according to the officials, is to ensure that these practices are aligned with the country's policies.

It was established, however, that the the self-employed They will not be able to continue carrying out wholesale trade of national or imported goods beyond the already defined period, limiting themselves solely to liquidating existing or in-transit inventories.

On the other hand, the right of all economic actors with retail trade licenses to continue selling goods to the public and offering services to both state and non-state entities was ratified.

Resolution 18, signed by the minister of the branch on May 6, 2025, also contemplates the updating business licenses corresponding to facilitate the wholesale marketing by the non-state sector.

The official journalist Lázaro Manuel Alonso explained that both MSMEs and cooperatives could continue to carry out wholesale and retail trade, either as main or secondary activity, thus reaffirming the Government's commitment to the development of non-state economic actors.
