The regulations, issued by the Ministry of Public Health and disseminated by the General Customs Office of the Republic, require international travelers to comply with new formalities.

The resolution was published in the Official Gazette. It indicates that the controls will be specifically focused on what passengers carry in their checked baggage.

Control over accompanied baggage

The Ministry of Public Health, in coordination with the General Customs Office of the Republic, now requires compliance with strict formalities regarding accompanied baggage. All of this is based on the principle of "zero tolerance" for the entry of certain products into the country.

The legal provision is not limited to a generic category of articles, but rather targets pharmaceutical preparations containing controlled substances. That is, medications that include active ingredients classified as narcotics or psychotropic drugs.

Their entry will only be permitted if they are intended for specific medical treatment, and in quantities strictly appropriate for that purpose. Travelers must provide proof of use with the necessary documentation.

The regulation is based on Cuba's international commitments under the 1961 Single Convention on Narcotic Drugs and the 1971 Convention on Psychotropic Substances, both of which the country has ratified.

The medications in question must be transported exclusively in the passenger's accompanying baggage and must be duly declared upon entry.

Authorities warn that failure to comply with these formalities could result in the retention of the product, administrative sanctions, or even criminal consequences in the most serious cases.

The Ministry of Public Health and Customs have emphasized that this measure seeks to protect the population from the uncontrolled use of substances with addictive potential or health risks. This is in line with national security policies and current international agreements. Although the regulation is three years old, it now appears that the Cuban Customs Administration will enforce it more severely.
