New Cuban Customs Decree-Law Announced

Cuban authorities announced today the approval of the new Customs Decree-Law during the regular session of the Council of State for the month of June.

The information was confirmed by the official Cuban Customs account, which stated that the meeting was attended by the Minister of Justice, Oscar Silvera Martínez, and that this important legal update for the national customs system was supported.

The normative text, according to explained Previously, Nelson Cordovés Reyes, head of the General Customs Office of the Republic (AGR), has as its main purpose to regulate the organization and operation of the AGR, as well as establish the legal framework for the different customs regimes, border control, customs clearance of goods and processes related to travelers, luggage, shipments and means of transport.

The proposal had already been approved in April by the Council of Ministers, along with its technical and legal justification. The document, as announced at the time, responds to constitutional principles and current provisions in the areas of taxation, finance, administration, and foreign trade.

New Cuban Customs Decree-Law: What Does It Bring?

Friday's announcement raises new expectations about its practical implementation and its potential impact on imports.

In this regard, it is worth remembering that at the end of 2024, Decree-Law 22 on the tariff for non-commercial imports was amended, establishing that the debt is calculated in Cuban pesos based on the value in US dollars, and that in certain cases it can be paid in convertible currency. The Minister of Foreign Trade was also empowered to authorize, on an exceptional basis, non-commercial activities by state entities.

Although it has already been approved, the new Decree-Law has not yet been officially published in the Official Gazette, nor has it been announced where the full text will be available. Social media users, such as JMO, have expressed doubts about its features, scope, and differences from current regulations.
