Cuba: Are solar panel imports exempt from customs duties?

Amid the energy crisis in Cuba, many see solar panels as a "temporary solution" for their families on the island. But are solar panel imports exempt from paying fees at Cuban Customs? This article explains the details.

According to communication with our editorial staff, the import of photovoltaic systems and solar panels, as well as their essential components, are exempt from paying customs duties in Cuba.

This exemption is regulated by Resolution No. 206/21 of the Ministry of Energy and Mines and Resolution No. 319/21 of the Ministry of Finance and Prices, in an effort to promote the use of renewable energy sources in the country and, of course, due to the current dire energy situation.

The objective of these regulations is to promote the installation of solar energy generation systems for residential use, facilitating access to the necessary technology without the additional costs of tariffs. This represents a key opportunity to reduce dependence on fossil fuels, which are also scarce on the island.

Solar panel imports, according to Cuban Customs

The tariff exemptions apply to complete solar generation systems, photovoltaic panels, inverters, batteries, and other components essential for the efficient operation of these systems.

With these measures, the Cuban government seeks to enable Cubans abroad to "help" their families on the island alleviate the seemingly endless energy crisis.

Recently, in a television appearance, Alfredo López Valdés, director of the Cuban Electricity Union (UNE), recommended that the population opt for purchasing solar panels instead of power plants.

In 2020, UNE sparked a heated debate on Twitter by posting a thread about the use of solar panels to supply electricity to households on the island.

At the time, they claimed that the Program for the Development of Renewable Energy Sources and Energy Efficiency in Cuba contemplated the sale of panels to individuals. But four years later, there aren't many purchasing options on the island either.

  1. Who will oversee Customs? Why, then, are import fees for solar panels and their parts still being charged? What formal recourse does a user have to file a complaint against Customs (Holguín Airport)?

  2. The initiative is very good. Rechargeable fans, which have helped so much in this situation and have such a high customs tariff, sometimes 5 times the price, should also be tariff-free.
