The new salary regulations in Cuba's health and education sectors will be implemented gradually, in order to guarantee "stability in the budgeted sector."
This was confirmed by Mirelky González Pérez, head of the Department of Organization and Work Safety of the Provincial Directorate of Labor and Social Security of Sancti Spíritus, to the local radio station.
"These measures are aimed at employees of educational centers, teaching centers, branch schools, and training centers, as well as institutions recognized as such and subordinated to or methodologically managed by the bodies and agencies of the Central State Administration, national entities, and directorates of the People's Power Administration," he explained.
The directive clarified that this is Resolution 4 of the 2025, which contains new provisions for the National Health System and seeks to “encourage the permanence of National Health System workers.”
Cuban government confirms gradual implementation of salary incentives
The regulations detail salary incentives, the amount per hour for night shifts, and the approval of a payment for high performance in functions requiring specialization, especially in the areas of Anesthesiology and Resuscitation, Neonatology, and Pediatric and Adult Intensive Care Medicine.
In addition, an additional payment is authorized through a social interest coefficient on the salary scale for workers such as nursing service assistants. This is also true for those dedicated to caring for patients in nursing homes, psycho-educational medical centers, and psychiatric hospitals.
New salary measures in Health and Education in Cuba:

Teaching staff and researchers:
- 5 years: 1,000 pesos per month
- 10 years: 1,400 pesos per month
- 15 years: 1,800 pesos per month
- 20 years: 2,200 pesos per month
- 25 years: 2,600 pesos per month
- 30 years: 3,000 pesos per month
- Starting at age 30, the rate increases by 400 pesos every two additional years.
Rest of the workers:
- 5 years: 500 pesos per month
- 10 years: 700 pesos per month
- 15 years: 900 pesos per month
- 20 years: 1,100 pesos per month
- 25 years: 1,300 pesos per month
- 30 years: 1,500 pesos per month
- Starting at age 30, the rate increases by 200 pesos every two additional years.
Salary measures for doctors of critical specialties:
Anesthesiology and Resuscitation, Neonatology, Pediatric and Adult Intensive Care Physicians:
- 100 pesos per hour for night shifts (7 pm to 7 am, Saturdays from noon and Sundays from 7 am)
- 20 pesos per hour for high performance
Additional pay for nursing assistants:
Nursing assistants in nursing homes, psycho-educational medical centers, and psychiatric hospitals:
- 45% additional on the salary scale.
All these measures have retroactive effect from January 1, 2025.
