Valuation list for non-commercial imports and its general notes for interpretation by the General Customs of the Republic of Cuba.
The year 2022 marked a significant change in Cuban customs regulations, as Resolutions 206 and 207 of 2014, which governed non-commercial imports, were repealed. In their place, Resolution 175 of July 23, 2022, issued by the Head of Customs of the Republic of Cuba, was implemented, establishing new regulations for non-commercial imports by individuals.
In addition, Resolution 176/2022 was issued by the Head of Customs, which establishes the methods for determining tariff duties on miscellaneous shipments destined for individuals, and Resolution 204/2022 of the Ministry of Finance and Prices, which sets the tariff rate for individuals receiving non-commercial air, sea, postal, and courier shipments.
As for determining the value at Customs, it is maintained through one of the following methods: Customs Declaration, purchase invoice, the reference value determined by Customs, or the value-weight alternative used to value miscellaneous items.
Among the substantial modifications that have been made to non-commercial imports by individuals, the following stand out: changes in import quantities and values, the new 2022 Quantity/Value Table, modifications to the import of unmanned aircraft, and updates to regulations for the import of food of animal origin and medicines.
On the other hand, for commercial imports made by legal entities, the Customs Trade Tariff was modified in accordance with the Harmonized System of Product Classification (SACLAP 2022). However, this measure only applies to commercial imports authorized for legal entities, such as companies, organizations, MSMEs, and institutes. Natural persons may only make non-commercial imports, regulated by Resolutions 175 and 176 of 2022 of the Head of Cuban Customs.
CUBAN CUSTOMS VALUATION LIST 2024
CHAPTER 1- MISCELLANEOUS
According to the law, footwear, clothing, food, personal hygiene and household items, costume jewelry, perfumes, and similar items are classified as miscellaneous items for import purposes. This means that to import these products, they must be of various types.
That is, the import of large quantities of a single type of product from the same category will not be permitted, for example, one hundred pairs of identical shoes cannot be imported; instead, the models and designs must vary.
CHAPTER 2 - PHOTOGRAPHIC AND CINEMATOGRAPHIC PRODUCTS
The value-weight alternative applies to the valuation of photographic products valued under USD 50.00. This means that instead of using the purchase invoice or any other method to determine their value, their weight will be taken into account when determining the corresponding tariff.

CHAPTER 3 - PAINTS, VARNISHES AND HOUSEHOLD AND HARDWARE ITEMS
Customs has established specific regulations for the importation of household goods and hardware. First, for products that are not durable or, even though they are durable, do not have a significant value, the value-by-weight option is used. This method also applies to items such as water batteries, flashlight batteries, switches, electrical outlets, and similar items.
In addition, Customs allows the importation of up to five (5) items of each type classified as hardware, as long as their value does not exceed fifty (50.00) USD. In the case of those that exceed this value, including those that constitute sets, up to three (3) items are admitted, in all cases corresponding to the established import limit.
For paints, varnishes, pigments and thinners, importation is permitted provided that the total sum of the contents of their containers does not exceed twenty (20) liters, regardless of the format of the container.
As for electrical cables and wires, up to three (3) coils or reels of up to one hundred (100) meters each are permitted. For hoses, intended for gardening, scrubbing or other similar uses, the importation of a total of fifty (50) meters is accepted.
Finally, with regard to carpets, the importation of a total of up to fifty (50) square meters is permitted.

CHAPTER 4 - HOUSEHOLD APPLIANCES
The import of household appliances has been a topic of interest for many travelers around the world, including those visiting Cuba. For this reason, Customs has established specific regulations to ensure the proper importation of these devices.
In accordance with established regulations, Cuban Customs allows the importation of household appliances provided that they are varied, that is, up to two (2) items of the same type, provided that the sum of their values does not exceed the limit established for the importation of luggage, shipments or other operations to be carried out, as appropriate and in accordance with the provisions of Annex III.
Additionally, for parts and accessories for household appliances, the value-weight alternative is used, provided that there is diversity in the products. That is, it must be demonstrated that different parts and accessories are being imported, and not simply several parts of the same type.
Regarding power plants, Cuban Customs allows the importation of up to two (2) items of that type, which means that travelers should take this limitation into account when planning their importation.

Rules for non-commercial imports made by natural persons:
- The non-commercial importation of items or products is permitted provided they comply with customs regulations, are not intended for commercial purposes, and their total value does not exceed the limit established for the importation of luggage, shipments, or other operations.
- In the event that the quantity of the same product indicates an obvious commercial purpose, the provisions of Annex III, section 3 "Common Provisions" shall apply.unes for determining the commercial nature of non-commercial imports.
- The customs authority has the authority to apply the value-weight method to those articles whose characteristics and value may be valued using this method, in accordance with current legislation. This method shall be applied to articles not classified as miscellaneous, provided that they are diverse and are applied to household items, hardware, parts and pieces of household appliances, computer equipment, communications equipment, musical instruments, and parts and pieces of vehicles whose weight does not exceed five (5) kilograms.
- When an item or product is not defined in the reference values, Customs will use the reference price available as a basis, including the sales price in domestic commerce and other sources, in accordance with current legislation.
- For household appliances, computer and communications equipment, and other durable goods, the Customs declaration, purchase invoice, or reference value will be applied as the valuation method, without prejudice to the application of specific provisions or requests from the individual, in which case Customs will assess whether or not the goods are weighed.
- The Specific Rule of each Chapter (Annex III) prevails over the statement of the General Rule of this Annex for the analysis, assessment and definition of the commercial character or purpose of imported articles or products.
Aspects to take into account for the classification of other articles or products that do not classify as miscellaneous
- The essential parts and components of machinery, apparatus, and equipment imported together are considered by customs to be complete machinery, apparatus, and equipment. When presented in parts, the sum of the parts must represent the total value of the equipment to be imported.
Examples: a) The import of a tower and a monitor is considered the same as the import of a complete microcomputer. b) The import of a bicycle without tires is considered the same as the import of a complete bicycle.
- Multifunctional products are classified according to their primary function, taking into account the composition of the product and the use or employment of each function.
Examples: a) A television with a digital TV decoder box attached is classified as a television, as that is the essential function of the equipment. b) A fan with a lamp attached is classified as a fan.
- Parts, pieces and accessories of a machine, apparatus or equipment are considered to be those components that are specifically designed to integrate that machine, apparatus or equipment, even if they can be used in another way.
Examples: a) A refrigerator compressor is classified as “Air-conditioning and refrigeration equipment compressors.” b) A PC power supply is classified as “Computer parts, fittings, and accessories (processors, RAM, CD or DVD readers or burners, mice, keyboards, video cards, system cards, and similar).”
- Household appliances, computer and communications equipment, appliances, or other items not valued by weight are presented for customs clearance separately from miscellaneous items. When they are contained in the same baggage or shipment, the customs authority may apply the valuation to the weight and deduct the corresponding weight.
Example: A shipment containing an external hard drive and miscellaneous items is deducted from the total weight by the corresponding amount and its value is considered without it being necessary to open the package to separate the items.
COMMON PROVISIONSUNES FOR THE DETERMINATION OF THE COMMERCIAL CHARACTER OF NON-COMMERCIAL IMPORTS
- In the case of miscellaneous items, imports of up to 5 kilograms of the item or product will be permitted if the quantities of the same item or product indicate commercial imports. The remainder will be confiscated at the discretion of the customs authority. For example, if a passenger attempts to import 90 kilograms of women's shoes, even if it does not exceed the permitted import value, only up to 5 kilograms will be admitted, and the remainder will be confiscated because the customs authority determines that the goods have a commercial nature.
- If the customs authority determines that other items or products have a clear commercial nature due to excessive quantities, the import of up to 5 kilograms of the item or product will be permitted, and the remainder will be confiscated. If the weight of the item or product is negligible, customs will only authorize the import of 1 kilogram and confiscate the remainder. For example, if a person imports 20 basins of hand-washing liquid in their luggage, the customs authority will only admit a total of up to 5 kilograms and confiscate the remainder due to the high quantities of the same reference indicating a commercial purpose.
- If the customs authority determines that the quantities of items or products exceed the valuation methods specified in the Customs Declaration, the purchase invoice, or the reference value, the import of up to five items or products of each type with a value not exceeding USD 5 is permitted. For items exceeding this value, up to three items or products are permitted, and the excess is confiscated, except for household appliances, computer and communications equipment, and other items subject to the specific rules of their respective chapters. For example, if a person intends to import five toilet bowls with a reference value of USD 50.00 each, the customs authority will only authorize three units and confiscate the remainder as provided in Annex III, paragraph 3.

Hi !
There are still some points of ambiguity in the case of cell phones.
It's explained that you can take up to 5 units. Are all of them free? Are all of them paid for? One is free (the personal one) and the rest are paid for? This part would be important to clarify.
On the other hand, the payment currency, if you are a Cuban resident in Cuba, resident abroad, if it is your first trip of the year, etc.
Thanks in advance

Is the price also in US dollars for more than 500 dollars?
I ask this because there are several comments on websites about what Cuban customs does in these cases and they are all negative. Please could you clarify this in detail? Thank you.

I EVALUATE THE TOPICS AND INFORMATION AS VERY POSITIVE
THEY ARE DOING ABOUT CUBA, A VERY IMPORTANT TOPIC DUE TO THE LEVEL OF MISINFORMATION THAT DIFFERENT PEOPLE ARE PRODUCING THROUGH THE MEDIA, SO I'M GOING TO BE ONE OF THEM AND I'M GOING TO USE THEM ALSO AS A WORK TOOL.
FOR EXAMPLE, CUBAN CUSTOMS INFORMATION ON NON-COMMERCIAL IMPORTS…

This has never been seen before. What we see in this country is disrespectful. It's an abuse of our own relatives who come to help us a little due to the situation in the country. They already have to work hard enough to get by, let alone pay that exaggerated amount of money when they arrive at customs in Cuba. Enough of the abuse.
Good evening, I'd like to know how to classify a cotton candy machine for home delivery to Cuba. It's small (2 kg), looks like a toy, and costs €35 on Amazon.
Good afternoon
I would like to send a nebulizer for my daughter through Globestar. How much should my relative in Cuba pay to pick it up?
I would like to know if I can import a metal detector and a chain saw. What is the import value? What is the Customs email address?
The list doesn't include solar panels and the accessories they require. I've been told their value is similar to that of an electric generator. 200 points. This is just a consideration because the standard doesn't actually cover it, and it's a mistake to view it as an electric generator, since generating 950 watts requires several, and only one is allowed. Could you clarify this point?
Importing solar panels to Cuba isn't exactly cheap; these items carry a considerable cost at Customs. Depending on their generating capacity, they can cost:
Up to 900 watts: a price of 200 pesos
Over 900 and up to 1500 watts: a price of 500 pesos
Over 1500 watts and up to 15 kilowatts: a price of 1000 pesos
For more information: https://www.directoriocubano.info/regulaciones-aduanales/es-permitida-la-importacion-de-paneles-solares-a-cuba/
I'd like to know exactly, due to the ambiguity of the information regarding the weight limit for baggage in local currency that can be entered once a year (I'm referring to 125 kg). What I managed to understand is that for every kilogram, there are 10. CUP therefore in general there are 1250 CUP to enter. So if I enter with a laptop they would deduct from the 1250 CUP 250 CUP by values shown in the table, I would have 1000 left to import CUP Using math, I can calculate how many pounds I still have to import. I'd like to know if I'm right or wrong about something. Thanks in advance.
I have a question. In what currency are these rates paid, please?
If you are a Cuban resident in Cuba in CUP if you are a resident abroad in CUC and if he is a foreigner, equally in CUC.
Best regards
Hello, could you clarify the exact weight I can carry? Is it a 10kl carry-on bag and a 23kl checked bag?
Hello, I would like to know if I can carry a small angle grinder in my luggage without exceeding the required weight in Cuba. Do I have to pay that too?
It is not easy to see why electronic and computer equipment is so expensive and has such a high value, which are already very expensive abroad, but here the Cuban state does not sell them in its stores, nor can you almost import them. What an abuse, what a country!
Tell me if you can bring a pearl shotgun from Miami to Cuba and how much you have to pay at the airport when you're in Cuba.
I would like to know if I can bring three suitcases weighing 3 pounds each, plus my carry-on bag, and how much it would cost. I look forward to your reply…
Where can I ask a question to Cuban customs and get it answered?
I would like to know if a nano station is being brought in, which is for Wi-Fi networks. I don't see the price, how much, and the amount to pay when I go through customs.
What is the price of night lamps and rechargeable lamps?
Hello. I'm Cuban, but I live in Canada. I have Canadian residency. I'm going to travel with my baby, who's a Canadian citizen. I need to know if I can enter a park without having to pay. Thank you.
Why do they publish something here that is supposedly up-to-date and their customs agents disclose other things... My wife went to ask the agents at the Camaguey airport how much they would charge me to bring in a stereo from the United States where I live and they told her $200 when here they charge $100, who would believe that...
Good morning, we've published the current resolution, which you can download at the end of the list. Whether they take other measures or evaluate them differently is a matter for them. Regards
This list is an abuse and a lack of respect and consideration for Cubans living outside the island.
I want to bring in a pool that weighs 60 lbs. It's large, does the box have to go through customs? Thank you in advance.
A Cuban resident in the US who continues to be a Cuban citizen because he entered Cuba before two years of leaving the country and ratified his identity card, is charged the value of the equipment he imports in CUC o CUP
Yaima, if you continue being a Cuban resident you can live anywhere on this planet as long as your first import is in CUP. regards
DC, allow me to correct a small error that I know was a typo. She continues to be a "Cuban citizen" and not a "Cuban resident," since she did not lose her citizenship. Thank you.
Good afternoon Egnar, Those who pay in CUP The first import of the year applies to permanent residents of Cuba, whether Cubans or foreigners, regardless of nationality. Regards
My worrycupThe action is for all Cuban customs to have and comply with what is established, because unfortunately I have seen a person with 4 bicycle tires and they have tried to confiscate 2 of them; that is just one example of the thousands I have heard about. Thank you.
Hello, I would like to know if I can import a small electricity generator and how much it would cost, as well as a chainsaw. Thank you.

Hello, I would like to know if I can import an electric generator and how much the score and price would be. Thank you.
number 88. power plants
I have a question, and I'd be very grateful if you could clarify this for me. I need to import a pressure car mop, and it doesn't appear on the list. What would its rating be? Is there a website that can help clarify these questions?
A simple question: What type of ticket are these prices for? For example, I live abroad and am going on vacation for a month. What can I bring in my luggage? Thanks.
Not serious?: 93. Water pumps and compressors. 50 points
Enter as 93. Water pumps and compressors.
This is already going too far. Cuba is the only country where personal luggage with individual needs of each traveler is weighed and charged for. The only country where one pays for overweight through the airline and still has to pay it when arriving in Cuba at Cuban customs. The reasons are never explained. There is nothing to eat, wear, or buy, and they continue to regulate to force people to buy their poor-quality products at unaffordable prices.
You're right, Cuba squeezes you ridiculously every day. When you tell this to an African, they think we're exaggerating, playing the victim, or lying. UNTIL WHEN WILL the M—-a system last?
Good evening, these measures are not intended to turn the traveler into a merchant, due to needs, diverting attention from the imminent dangers, mainly in the articles.
groceries, how many inappropriate products can be introduced by this route, Mr. ruler, rectify, open the country to more possibilities, give opportunities to those who can and have possibilities, the inexperienced Cuban is once again paying the price for more restrictions, do not expose them to more misery, illegality and the migratory restrictions of the countries that are receiving them and placing them in more misery. See the experiences of how many epidemics can those who are not to blame be putting in place. Why do the ministries of health, commerce, inspection exist ?????, work to establish a commercial market that guarantees needs from within, the key word REFLECT AND REFLECT ?????
Hello, I would like to know if it is possible to import ROUTERS and ACCESS POINTS.
How many and what is the customs value?
