Cuban Customs Price List 2024

Valuation list for non-commercial imports and its general notes for interpretation by the General Customs of the Republic of Cuba.

The year 2022 marked a significant change in Cuban customs regulations, as Resolutions 206 and 207 of 2014, which governed non-commercial imports, were repealed. In their place, Resolution 175 of July 23, 2022, issued by the Head of Customs of the Republic of Cuba, was implemented, establishing new regulations for non-commercial imports by individuals.

In addition, Resolution 176/2022 was issued by the Head of Customs, which establishes the methods for determining tariff duties on miscellaneous shipments destined for individuals, and Resolution 204/2022 of the Ministry of Finance and Prices, which sets the tariff rate for individuals receiving non-commercial air, sea, postal, and courier shipments.

As for determining the value at Customs, it is maintained through one of the following methods: Customs Declaration, purchase invoice, the reference value determined by Customs, or the value-weight alternative used to value miscellaneous items.

Among the substantial modifications that have been made to non-commercial imports by individuals, the following stand out: changes in import quantities and values, the new 2022 Quantity/Value Table, modifications to the import of unmanned aircraft, and updates to regulations for the import of food of animal origin and medicines.

On the other hand, for commercial imports made by legal entities, the Customs Trade Tariff was modified in accordance with the Harmonized System of Product Classification (SACLAP 2022). However, this measure only applies to commercial imports authorized for legal entities, such as companies, organizations, MSMEs, and institutes. Natural persons may only make non-commercial imports, regulated by Resolutions 175 and 176 of 2022 of the Head of Cuban Customs.

CUBAN CUSTOMS VALUATION LIST 2024

CHAPTER 1- MISCELLANEOUS

According to the law, footwear, clothing, food, personal hygiene and household items, costume jewelry, perfumes, and similar items are classified as miscellaneous items for import purposes. This means that to import these products, they must be of various types.

That is, the import of large quantities of a single type of product from the same category will not be permitted, for example, one hundred pairs of identical shoes cannot be imported; instead, the models and designs must vary.

CHAPTER 2 - PHOTOGRAPHIC AND CINEMATOGRAPHIC PRODUCTS

The value-weight alternative applies to the valuation of photographic products valued under USD 50.00. This means that instead of using the purchase invoice or any other method to determine their value, their weight will be taken into account when determining the corresponding tariff.

CHAPTER 3 - PAINTS, VARNISHES AND HOUSEHOLD AND HARDWARE ITEMS

Customs has established specific regulations for the importation of household goods and hardware. First, for products that are not durable or, even though they are durable, do not have a significant value, the value-by-weight option is used. This method also applies to items such as water batteries, flashlight batteries, switches, electrical outlets, and similar items.

In addition, Customs allows the importation of up to five (5) items of each type classified as hardware, as long as their value does not exceed fifty (50.00) USD. In the case of those that exceed this value, including those that constitute sets, up to three (3) items are admitted, in all cases corresponding to the established import limit.

For paints, varnishes, pigments and thinners, importation is permitted provided that the total sum of the contents of their containers does not exceed twenty (20) liters, regardless of the format of the container.

As for electrical cables and wires, up to three (3) coils or reels of up to one hundred (100) meters each are permitted. For hoses, intended for gardening, scrubbing or other similar uses, the importation of a total of fifty (50) meters is accepted.

Finally, with regard to carpets, the importation of a total of up to fifty (50) square meters is permitted.

CHAPTER 4 - HOUSEHOLD APPLIANCES

The import of household appliances has been a topic of interest for many travelers around the world, including those visiting Cuba. For this reason, Customs has established specific regulations to ensure the proper importation of these devices.

In accordance with established regulations, Cuban Customs allows the importation of household appliances provided that they are varied, that is, up to two (2) items of the same type, provided that the sum of their values ​​does not exceed the limit established for the importation of luggage, shipments or other operations to be carried out, as appropriate and in accordance with the provisions of Annex III.

Additionally, for parts and accessories for household appliances, the value-weight alternative is used, provided that there is diversity in the products. That is, it must be demonstrated that different parts and accessories are being imported, and not simply several parts of the same type.

Regarding power plants, Cuban Customs allows the importation of up to two (2) items of that type, which means that travelers should take this limitation into account when planning their importation.

CHAPTER 5 - COMPUTER AND COMMUNICATIONS EQUIPMENT

Customs allows the importation of up to three (3) devices related to telecommunications and networks, including accessories and peripherals for computer equipment such as mice, keyboards, among others.

In the case of computing equipment, such as desktop microcomputers, laptops, tablets and digital reading devices, up to three (3) units are allowed, regardless of their type.

For flash drives, computer parts and components, mobile and landline telephone devices, printers, photocopiers, and other computer and communications equipment, the weight-based tariff is used, provided there is a variety of imported products.

As for cell phones or smartphones, up to five (5) units are allowed.

CHAPTER 7 - FURNITURE

The importation of household items classified as furniture is permitted, provided their value does not exceed fifty (50.00) USD. Customs accepts up to five (5) items of each type. For furniture exceeding this value, including furniture sets, up to three (3) items are permitted, in accordance with the import limit.

In the case of furniture or furniture sets that include beds or cribs, Customs allows the importation of their respective mattresses.

Likewise, up to three (3) units of each type of furniture for baby use are allowed, such as cribs, strollers, playpens, rocking chairs, walkers and the like.

CHAPTER 8 - MOTOR VEHICLES, THEIR PARTS, PIECES AND ACCESSORIES

Customs has certain regulations regarding the importation of vehicles and their parts. For electric scooters with up to two seats, up to two (2) items are allowed as luggage or one (1) is allowed via shipment.

As for motor vehicle parts and accessories, their importation is permitted provided that specific legislation is respected and the quantity does not exceed what is necessary to repair and maintain a vehicle.

For "sets, kits, or sets" of parts constituting a set, up to five (5) sets are permitted, provided only one of each type is imported and the maximum number of units per set does not exceed that necessary to repair a vehicle. For gaskets, up to two (2) sets of each type are permitted.

Regarding the valuation of pieces, the value-weight alternative applies to those weighing no more than five (5) kilograms, provided they are diverse. For heavier pieces, other valuation methods apply, although Customs will evaluate whether or not it is necessary to weigh them if the person requests it.

The importation of tires and rims is limited to five (5) for light vehicles, seven (7) for heavy vehicles and three (3) for motorcycles or mopeds.

Finally, the importation of motor vehicles, vehicle engines, and bodywork is subject to specific laws on the subject.

CHAPTER 9 - TOYS AND SPORTS AND RECREATIONAL GOODS

Customs allows the importation of items for fishing activities, including up to three (3) rolls, reels or spools of fishing line and up to ten (10) kilograms of hooks, weights, lures and other similar items.

Regarding the importation of personal transportation, Customs admits up to two (2) items that are classified as bicycles, electric and pedal-assisted bicycles, electric skateboards or similar.

In the case of pneumatic weapons with 4.5 mm or smaller projectiles that comply with the legal requirements, the importation of one (1) is permitted only once and for a reference value of no less than USD 500.00.

Regarding the importation of unmanned aircraft, parts, and pieces, their entry through Customs is permitted with prior authorization from the Cuban aeronautical authority, in accordance with current specific legislation.

CHAPTER 10- CONSTRUCTION MATERIALS

Customs permits the importation of materials classified as veneer and flooring pieces, with a maximum quantity of 50 m2, except in the case of joint guards, borders, and similar materials, which are admitted in the same quantity but their unit of measurement is the linear meter.

Regarding manufactured goods for use in construction, the import of up to 50 units is permitted, while for other hardware of any type and other construction materials, the permitted quantity is up to 10 units.

Imported products are valued using the reference value, declaration, or purchase invoice methods, and up to two (2) of each type are accepted. Hand tools may be valued using the weight-value method if their weight does not exceed three (3) kilograms.

Tools intended for commercial, industrial or manufacturing activities are not permitted as non-commercial imports.

Rules for non-commercial imports made by natural persons:

  1. The non-commercial importation of items or products is permitted provided they comply with customs regulations, are not intended for commercial purposes, and their total value does not exceed the limit established for the importation of luggage, shipments, or other operations.
  2. In the event that the quantity of the same product indicates an obvious commercial purpose, the provisions of Annex III, section 3 "Common Provisions" shall apply.unes for determining the commercial nature of non-commercial imports.
  3. The customs authority has the authority to apply the value-weight method to those articles whose characteristics and value may be valued using this method, in accordance with current legislation. This method shall be applied to articles not classified as miscellaneous, provided that they are diverse and are applied to household items, hardware, parts and pieces of household appliances, computer equipment, communications equipment, musical instruments, and parts and pieces of vehicles whose weight does not exceed five (5) kilograms.
  4. When an item or product is not defined in the reference values, Customs will use the reference price available as a basis, including the sales price in domestic commerce and other sources, in accordance with current legislation.
  5.   6. The Specific Rule of each Chapter (Annex III) prevails over the statement of the General Rule of this Annex for the analysis, assessment and definition of the commercial character or purpose of imported articles or products.

Aspects to take into account for the classification of other articles or products that do not classify as miscellaneous

  1. The essential parts and components of machinery, apparatus, and equipment imported together are considered by customs to be complete machinery, apparatus, and equipment. When presented in parts, the sum of the parts must represent the total value of the equipment to be imported.

Examples: a) The import of a tower and a monitor is considered the same as the import of a complete microcomputer. b) The import of a bicycle without tires is considered the same as the import of a complete bicycle.

  1. Multifunctional products are classified according to their primary function, taking into account the composition of the product and the use or employment of each function.

Examples: a) A television with a digital TV decoder box attached is classified as a television, as that is the essential function of the equipment. b) A fan with a lamp attached is classified as a fan.

  1. Parts, pieces and accessories of a machine, apparatus or equipment are considered to be those components that are specifically designed to integrate that machine, apparatus or equipment, even if they can be used in another way.

Examples: a) A refrigerator compressor is classified as “Air-conditioning and refrigeration equipment compressors.” b) A PC power supply is classified as “Computer parts, fittings, and accessories (processors, RAM, CD or DVD readers or burners, mice, keyboards, video cards, system cards, and similar).”

  1. Household appliances, computer and communications equipment, appliances, or other items not valued by weight are presented for customs clearance separately from miscellaneous items. When they are contained in the same baggage or shipment, the customs authority may apply the valuation to the weight and deduct the corresponding weight.

Example: A shipment containing an external hard drive and miscellaneous items is deducted from the total weight by the corresponding amount and its value is considered without it being necessary to open the package to separate the items.

COMMON PROVISIONSUNES FOR THE DETERMINATION OF THE COMMERCIAL CHARACTER OF NON-COMMERCIAL IMPORTS

  1. In the case of miscellaneous items, imports of up to 5 kilograms of the item or product will be permitted if the quantities of the same item or product indicate commercial imports. The remainder will be confiscated at the discretion of the customs authority. For example, if a passenger attempts to import 90 kilograms of women's shoes, even if it does not exceed the permitted import value, only up to 5 kilograms will be admitted, and the remainder will be confiscated because the customs authority determines that the goods have a commercial nature.
  2. If the customs authority determines that other items or products have a clear commercial nature due to excessive quantities, the import of up to 5 kilograms of the item or product will be permitted, and the remainder will be confiscated. If the weight of the item or product is negligible, customs will only authorize the import of 1 kilogram and confiscate the remainder. For example, if a person imports 20 basins of hand-washing liquid in their luggage, the customs authority will only admit a total of up to 5 kilograms and confiscate the remainder due to the high quantities of the same reference indicating a commercial purpose.
  3. If the customs authority determines that the quantities of items or products exceed the valuation methods specified in the Customs Declaration, the purchase invoice, or the reference value, the import of up to five items or products of each type with a value not exceeding USD 5 is permitted. For items exceeding this value, up to three items or products are permitted, and the excess is confiscated, except for household appliances, computer and communications equipment, and other items subject to the specific rules of their respective chapters. For example, if a person intends to import five toilet bowls with a reference value of USD 50.00 each, the customs authority will only authorize three units and confiscate the remainder as provided in Annex III, paragraph 3.
